The American Civil Liberties Union filed a lawsuit Tuesday accusing St. Louis County prosecutor of improperly seizing a woman's cash and other belongings last year. The attorney said they are seeking to prove that "the government's use of civil forfeiture violates the constitutional rights of property owners who have never been convicted of a crime," claim the county has denied.
